Forming the HRE causes game to crash

See title. When I enact the final act of the HRE to annex all members my game crashes. Been waiting for this point for weeks 🙃🙃🙃

Does anyone know a fix? Every time I try and send a crash report, the crash report also crashes 🙃🙃
