Would it be rude of me to ask for a refund on a commission, after waiting months?

So to start of I ordered from two separate artists at the beginning of January one on the first and second on the 16th. The first commission is a chibi of two characters, and the second one is a commission of 2 full body characters with maybe 3 poses each.

The first artist has made it halfway through my commission. Seemingly to just need to finish the sketch, and color. But has made a new post for a (YCH) and has finished multiple. While I'm still waiting on mines. And the second artist has in their commission rules that it takes a almost a month to complete a commission. But seems to be only halfway done with only one of the character.

Sorry if this doesn't make as much sense as I'd like. But it's kinda seems like my time is being wasted at this point.
