Can I just call without applying on USAJOBS

I keep getting this email saying I don’t provide enough information on my resume to qualify me for a gs 4 even though I already was one in 2022( if someone could look at my resume that would be incredible). The forest I’m closest to is hiring until the end of May. Could I call and ask to send in my resume personally to some higher authority?
