Why did anime evolve to have colorful hair and eyes so early(like since the 80s) while american cartoons did not. Or atleast not as much?

My theories so far

1. Bc early anime characters had blonde hair (i think?) And blonde on a japanese person was seen as,idk how to explain it, awed? Seen as unrealistic as colorfull hair so it was only a quetion of time till they made the hair colorfull

2. Bc of the limited animation or character design?(because companies and stuff)

3. To distuingish. White people have all kinds of hair colors
