Water Sports in Tamsui River

I can't find any updated information on water access. Or maybe it's because of my lack of Chinese

But I Wing Foil and kayak. And I'm thinking it would be fun to start in Tamsui/Bali ​and ride the river down to Taipei.

Does anyone have updated information on if this is possible? Is it legal to get into the water?

I understand the risks of the current and the sudden bad weather and all that. I'm more just curious on the actual access to the water.
