[TOMT] trying to find this movie title

[tomt] I have been trying to figure out this movie name for quite a few years now and it’s been driving me crazy!
It was from the 2000-2010s era, was a psychological thriller type.
The opening scene is from the past and has a young girl running in the woods from a killer, she is caught but falls off the cliff and ends up in the river. The killer keeps her silver bracelet that has a red heart. The movie jumps to the present time and is set in a small town the main character is an adult male who (I believe) returns home after being away and sees his mother. Girls in the town start disappearing and he tries to uncover who is doing it with the help of his love interest, I think she has dark hair but I could be remembering incorrectly, but she is actually the girl from the beginning & she had gotten amnesia when she fell. Together they uncover that his mother is the killer and manage to save her last victim.
The killer wears all black minus a white mask, she keeps them in the basement of her shop and makes her victims look like angels by putting masks and wings on them and has them displayed like they are at a tea party, she also has tags on them for who they are.
The main character and the love interest find the last victim in a freezer while the place is burning after an altercation with his mother.
I believe the dvd cover is black minus the white mask and I think there are either one or two words in the title
This isn’t the best description but I hope someone can help me
