Why didn't the girl who they thought the radio belonged to tell on Daisy?

Clearly she saw Daisy was the one hiding the radio, especially in her bed and she never reported it to any of he aunts even earlier. Even later we don't see Daisy being arrested or interrogated because the matter was basically done with after she got arrested. And also, we don't see the girls body hanging.

Does this mean the girl as well was another Mayday spy?

That she was innocent and she might have even told that Daisy was the the spy but someone maybe Lydia or some other Mayday member (I want to say Westen but I'll probs get downvoted but I geniunely belive he's a Mayday member because all this is under his jurisdiction and he is incharge of all this basically cover it up (since most Mayday people have the Utilitarian perceptive in a lot of ways and they belive such sacrifices are okay, even if she's innocent?)
