This instrumental hook has been haunting me for months

I have this tune that has been haunting me for the last few months, all I can remember is the instrumental part that happens between the singing / chorus. I've recorded the segment below. I think it repeats twice, before the singing continues. The song may even start with it. I think it's a strings / synth sound / instrument.

Pretty sure it's from the late 90s or early 2000s and was pretty popular. I can't remember if it's a male or female singer. I thought it might be from like a Mel C / Geri Halliwel song or Savage Garden but couldn't find it. Could also be from like a British band..
