When does my ISP knows that I've connected to the internet?

The ISP keeps a record of my IP address, timestamp, and connection duration. For example, when I turn on my Windows PC, at what exact moment does the ISP know that I have connected to the Internet? In which phase of the Windows boot process is that timestamp recorded by the ISP?
