Idea of selling 10% of the club?

Why is current management pushing to sell 10% of the club? Are we strapped for cash and can't pay our debts?

Let's say he gets a billion Euro for the 10%, what is he investing it in? Are they just gonna blow it on subpar superstars again?

I am not from Spain and i don't understand their politics so if anyone can help me understand the whole situation i would be very thankful.
