Meaning of multi core and single core. How to decide which is used when ?

I always keep seeing the scores of single core and multi core so I wanted to know what it means ?

Also how is it decided that a particular software or app is dependent on single core or multi core ?

I am not exactly asking the hardware side of problem but the software side like is there a rule to decide that a particular app or software is more dependent on multi core or single core ?
