I deleted the files, but it's still Halloween

I'm not interested in mods or creations, so I deleted all the cc files from the data folder and played without problems. Yesterday there was the update that reinstalled the creations and diamond city was all decorated for Halloween. So I deleted the cc files again but it's still Halloween in Boston (yes, I deleted the Halloween mod)

Why?
