How does the 6 hour cultist circle work? [Loot]

I thought it would give you either Quest items or Hideout items. For over 100 hours+ I can‘t find GunLube which locks me out of Workbench lvl 3, Solar, Bitcoinfarm lvl 3 and Intelcenter lvl 3. Every time I get a 6 hour Cultist Circle I get 2 pressure gauges which I can‘t use for anything (Yes, I have Lavatory lvl3. Yes I have the Booze Generator). Thanks in advance for every help!
