TLDR; my hair is constantly super tangled and staticky and semi poofy how do I fix it

Hi all. Idk if this is where to post but I am desperate and I need help. My whole life I have struggled with my hair being frizzy and staticky and sometimes poofy and ALWAYS tangled. I could brush my hair four hours and it’ll still be tangled the second I breath wrong and I don’t mean just little tangles I mean massive dreadlock type knots. I horrified so many hairdressers as a child before I knew how to brush my own hair and even still they don’t love me and I always end up brushing my hair out for them. It doesn’t matter what kind of shampoo or conditioner I use it doesn’t matter if I’m walking on carpet or on tile or how short or long I have my hair it’s just constantly like this. When I was younger a lady at the Walmart salon told my mom I have “baby hair” like it’s the same thinness and softness as baby hair I just have a bunch of it and that’s what causes all my problems and why it breaks so easy . The thing is I would say I have pretty thick hair and any time I’ve mentioned this to any other salon when they ask what kind of hair I think I have they look at me like I’m insane 🤷‍♀️ so I don’t really know what type of hair I have. It’s never gone full curl but it can be a bit wavy now and then and every now and then some hair closest to my hairline (around my face and back of my neck) the hair will curl into a full spiral on it own. Most of the time tho it’s just straight with the bottoms curled up just ever so slightly- like the picture. I just want my hair to be soft and not a rats nest all the time and not so staticky either. I am so tired of my hair always sticking to everything and making me shock everyone, I don’t even have any carpet in my house 😭

I don’t know what my hair needs
