Can VPN help in securing foreign audience???

I recently picked a project where I have to bring foreign audience on an Instagram page, I have been making content, caption, hastags, tags, songs everything related to niche audience of that region, still the progress is slow.

Should I run that page using VPN??

Have anyone ever done that???

Please help!!!!
