Is there any bored soul who is a skill building expert that can create an entire moveset for me?

So I am definitely not a skill building expert. I am so bad at it, but I want to play a moveset of an OC with my friends. Is there anyone who knows skill building but is lack of ideas so they can help me?

I need a wind manipulation based moveset. I'll give the details if anyone interested.
