How do i step back into IT and change my current career?

So very long story.

I graduated in IT (mainly software and webdev) about 6 years ago. Studied for another 2 trying to get a better/higher level degree. Dropped out due to family medical emergency (essentially decided (not forced) on going into informal care to take care of someone close). This took about 2~ years of my life. Currently I work in retail and food industry for income (50~hrs week) to sustain myself and clearup dept for about 1.5~ year.

I've been trying to get back into IT (literally any IT job) since I stopped informal care, but sadly have not been able to find any success. I work a lot and when I'm home I tend to not be too energetic to build a proper portfolio, and prefer to rest for the next day. Maybe im too lazy but i work a lot of physical hours and my brain tends to be fried and just slow at the end of it.

I dont have the finance to go for any courses or certificates (these are VERY expensive, around €3000 even for a 5 day online course??). I cant afford to just blow that type of money.

I really like computers and IT, its been what I've been doing for the past 20 years of my life but i cant seem to get a chance. The rare job application where i go through a couple rounds always end up not in my favour despite scoring well on tests they gave me.

I'm stationed in The Netherlands and im 27+ if that helps.

Any advice on how to proceed? Thank you.
