Game keeps stuttering hard/crashing to a point that it is unplayable

Love watching and playing (when it isn't glitching) bootstrap. Only issue is my game will freeze up and show the SteamVR loading screen for like 4 seconds, then return me to the game. I am in the same room as my router, my pc is linked up to ethernet

(just copied this off windows, I'm not too knowledgeable about how good my stuff is. Got it thins Christmas prebuilt)

Using the Quest 3s for my headset, all graphics on

bootstrap are on low

Is this a SteamVR issue or a PC issue?
