Xbox saves not syncing to cloud

I started playing fh6 on my xbox and got a lot of progress through the game. Now i downloaded the game through the xbox app on windows and it didnt have any of my progress. When i went back to xbox i get prompted on every launch to keep local save or overwrite the cloud save (the zero progress save from launching on windows). No matter how many times i select local save on xbox i cant get it to push the save to cloud. Is there any fixes for this?
