I ordered a graphics card through eBay for around $370 and the whole situation has turned into a nightmare.
The package tracking originally showed “Delivered” in Raleigh, NC, but I never actually received it. After that, UPS opened an investigation and the tracking started showing exception updates like:
“A claim has been issued to the sender”
“This claim requires additional documentation”
“Incomplete Documentation Received”
“We are actively working to get you a new delivery date”
The seller is from France and was initially very nice and responsive, but communication has slowed down heavily and now I’m barely getting responses.
What makes this even stranger is that UPS emailed me asking whether I received the shipment and referenced an address/name that does NOT match me. The email mentions:
“JOHN MORIARTY & ASSOC.”
320 Hillsborough St, Raleigh NC 27603
That is not my name or address.
Despite all of this, PayPal denied my case because the original tracking scan said “Delivered.”
At this point I honestly don’t know if:
UPS delivered it to the wrong place,
the shipment got mixed up internally,
or if the investigation is just stuck in limbo.
Has anyone here dealt with something like this before? Especially where UPS later shows investigation/claim activity AFTER a delivered scan?

Shipper scammed me out of 370 dollars
