Need help with Apple ID

I'm stuck in this loop with my Apple account.

I'm trying to log into my Apple account on my iPad (I don't have an iphone, by the way I have an Android phone so I can't connect it or do anything via iPhone) to be able to do digital art.

It tells me that I need to log in, but I don't remember my password, so I try to have it email me something to reset password right?

Then it tells me that my account is locked, with no option to unlock it or regain access to it.

I checked the Apple support website (which is the only website that pops up when I search for how to solve this). I enter my email, do the captcha, and then it tells me that my account is locked.

This just keeps going in a vicious circle, and it's really frustrating, as this has been going on for a while. Any help is appreciated 👍
