unexplained chronic itching. what is it/possible solutions?

I'm using a throwaway account for this since I do not want it connected to my main account, and I feel deep shame regarding this issue. yay.

I have been experiencing chronic, extremely frustrating itching specifically in the pubic area for around 1 year. I am losing my absolute mind over this, so I'm just trying to figure out what it could be, and what I could do to mitigate, or ideally solve the problem. I am in the US and do not have healthcare, so I can't go to the doctor about it no matter how badly I wish I could.

there does not appear to be any pimples or infection, but the area does have pink or red splotches, depending on irritation. the splotches are about the size of a grain of rice, just round. they aren't uniform, so they're very slightly larger around areas that seem to be a "source", which is more at the front of the pubic area. it does not affect any area other than the pubic area, and is worse near the creases of the legs, and the front I mentioned. I was not sexually active then, nor am I now. I believe the same "rash", or whatever it is, also appeared above my right nipple, possibly due to shaving with the same razor. but it's gone now, it just disappeared a month or so ago.

when the main problem appeared I was shaving regularly, but that had never been an issue before, and doesn't seem to affect it much now. the only change in my life that I can think of when it appeared was getting some new underwear, which are not very breathable at all. I don't believe they have any cotton content whatsoever, actually. the itching is also worse when I wear non-breathable underwear. initially, it would come and go once a week or so. it would be there for 3 - 5 days, I hated life, then it would go away for maybe 3 - 5 days. then come back. it has slowly gotten worse, and now it's basically constant. just looking up pictures and reading about symptoms of various things that it could be, it doesn't seem to match anything. the closest thing it seems to resemble is fungal folliculitis, but the pattern of spots seems different.

I have tried not shaving the area, shaving the area, trimming the area, not washing the area at all, washing with soap, washing with antibacterial soap, scrubbing, not scrubbing at all, washing towels more regularly, not touching the area with towels at all, 100% cotton underwear, washing everything on hot... literally everything I can think of. the only medication I have tried is jock itch cream, lotrimin ultra. I applied it according to instructions for A MONTH, and it did seem to work, but some areas of redness would just not fully leave. after stopping application, it came back like nothing had happened. I believe I had only seen results from an inactive ingredient in the jock itch cream, which is an antihistamine. it also may be relevant that during the use of the jock itch cream I shaved, a little closer to the skin than I intended. that made the area red and irritated, and a little itchy. like it had broken through or something.

I'm at a complete loss and desperate. does anyone have any advice at all? has anyone had similar issues, and what was it? please help.
