Restorative Basket x Shored Up Synergy

Had a run yesterday where the behavior of Restorative Basket w/ 2.8 second cooldown surprised me where it seems like it was firing continuously. With Shored Up "Heal Regen Charge a Shield Item 1 Second(s)" I would expect to still have a .8 cooldown after the 2x multicast.

Am I actually observing a .8 second cooldown and it just seems fast or is there another effect / calculation I'm not considering that would make basket trigger faster, like maybe something is rounded down?

Behavior was similar before enchanting it with Restorative.
