Kitty cat doesn’t like to play but always begs for attention, but doesn’t want just pets.

Hey! I have a kitty who I found neutered without a clipped ear, so me and the vet are guessing he was dumped. Anywho, after saving his little butt and bringing him inside. We learned he liked to play. Just only for two seconds. Even though he isn’t very motivated to play he still constantly is meowing. He constantly marks everywhere, and is just a big ball of worry. Our apartment is loud and quite scary and I hope to change this soon, however any tips?
