Movie where people killed by torturers are resurrected as zombies or something alike

A few key details I think I remember: The title of the movie (I believe) is just two numbers, like a year (ig: 87, 94... it's likely in the range of 80 - 99) it takes place in a European country, during or around the time of a major soccer event, if I remember correctly, a group was kidnapped, tortured and killed, and were resurrected as satanic zombies and start killing their killers and whatnot. I hope this can help identify the film.
