Executioner doesn’t apply to Bardiche?

Executioner perk on Barbarian, I pull out my bardiche and my headshot damage % stays the same. I know axe classification on the bardiche has gone back and forth over time but it’s an axe in season 9. Shouldn’t this combo be working?
