Ortho job-no offer letter

I recently went to an interview, he owns like 5 offices. He asked how soon can i start. And said they dont historically provide letters. Is that sketchy? He agreed to the pay and schedule i want which is why i took. He contacted me through text to interview me as well… he said if i really he can give me letter stating the salary and start date…. But in general isnt that strange?
