Kids and teenagers on loud ass dirt bikes

So when in the hell has it become okay for teenagers to run up and down busy streets in the inner city on dirt bikes and scooters with no mufflers at 2:00 a.m. waking everybody the fuck up!? These kids don't even have a driver's license yet they are allowed to ride on the same streets that I drive on yet I have to carry insurance and be licensed. I mean I'm considering trading my car in for a freaking dirt bike at this point cuz apparently you can drive any damn where and nobody gives a fuck.
