How can I solve a problem of excessively noisy upstairs neighbour's?

Long story short, I lived great for 7 months, then people moved above me and started making noise that would shake my walls all day and night, not to mention cupboards slamming, kids running and dogs running. It was to much so I went and asked them nicely to please consider making less noise after 11pm and before 5am. The noise got worse. And they started to wear shoes and purposely stomp on the ground. My landlord told them I work night shift, so now they know to make extra noise during the day. This had been going on for 4 months or more. Ive called the landlords 3 times, the head office once and emailed the building manager with zero responses except for "theirs nothing we can do". Apparently its supposed to be only a husband and wife, but ive counted at least 5 or 6 voices plus dog and kid. So they obviously have way more people living their than allowed. Its become to much. I cant relax at my home. I have to have 2 fans, a noise machine, a show, my bathroom fan and earplugs to drown out the noise. My last option is police but the noise they make is every 5 to 10 minutes. I dont want to be called a liar. How do I solve this?
