ER rope over attack% after rin's kit leak?

I might get e2 archer since I don't have saber and won't get Gilgamesh.

I heard e2 has bad uptime but upcoming rin provides archer with 150% attack buff, 100% CD buff, and 20% def ignore. So, if I lose 43.2% attack while also gaining 106.8% attack buff to get guaranteed quantum implant uptime, am I losing damage or not?
