Will There Ever Be Dinosaurs Again?

Dinosaurs evolved in the past - could they ever do it again? If not, why not? Also, whilst I am asking, is it possible to 'steer' evolution? I see we already breed dogs for looks - will actions like this have repercussions long into the future? Also, why are there no 6 legged animals?
