Xbox Series X stuck at 0% queue for disc downloads

So my copy of Fusion Frenzy got stuck at 0% trying to install, and I chalked it up to a scratched disc. However, I just picked up Dead or Alive 3 in mint condition and it is also giving me the same issue. Any ideas?
