Nioh 2 -Ethereal Nippon axe won't roll change to attack

Got a 190 plus 50 ethereal nippon axe and it has 3 open slots. I tried a variety of probably 100 umbracites to get it to roll to change to attack anything and never once got it. Consequently my same level divine Shuten Dojo club outperforms it immensely (change to attack stamina a+)Anything I'm doing wrong?
