Lost finding a beginner tablet for drawing and streaming?

I want to get into digital art without any experience so far and am looking for a good tablet for that plus also for streaming and casual use.

I don't want to get an iPad as I don't own any other apple products. I don't need it to be the newest or big brand but getting updates so I can use it for a while would be good.

I'd like it to not be crazy expensive so I'm open to getting something second hand.

I've seen a lot about the Samsung tablets but it feels like there are so many.

I think I want the smaller ones 11-12 inch not 13+ but how long would the S9 still be usable based on updates or should I look at the S10 Fe or S10+? The S10+ seems quite expensive for starting out at still 650+€ refurbished.

It also seems like the fe series is a lot better on battery life but way worse at everything else so I'm not sure which one to go with there?
