transfer credit question

hii i recently got accepted as a transfer student to gwu, i’ve done my first year of uni in the uae and im gonna be transferring around 30 credits but i’m just a bit confused about something. around half of my credits there is a direct class match but the other half it just says 1099 and i’ve been reading some posts here that say they don’t count and others say they count as elective credits but could someone’s that’s transferred before explain this to me, do i still get credit for the 1099 classes or do i have to like petition it or something ?
