Need recommendations for strollers/wagons for going out to walk for big kids

I have a 7yo level 3 non-verbal daughter who is very prone to just eloping and running to wherever she wants. This has made it difficult for me to go out with her and my other kid (9) to go for walks and what not since the whole time I’m just chasing her. It’s getting ice out here and I’d like to go out for walks but I’m just scared she is just going to run into a car or someone or something (she’s really fast) but as long as she’s seating down, she’s pretty chill. Thing is that she’s close to 100 pounds and tall, so regular strollers and wagons don’t fit. Also I don’t have a huge budget 😕 looking for suggestions
