Path of the unworthy note not showing up at serling?

I've beat the game once before but I'm doing a replay. I have the haus dlc and have completed it, and afterwards I know a note is supposed to show up at the serling hotel check in desk to start the path of the unworthy quest. The desk right outside where you go to meet Denise and where the safety lockbox is correct?

It's not spawning there. Do you have to do a certain sidequest or main quest to get it to spawn? I'm currently at the main quest where you have to kill bob and get the water back on. I swear I remember on my first playthrough the note spawning as soon as I got to serling...
