If done correctly could hybrid engines work?

So in this last month two drivers spoke against the hybrid system (Rossi and Dixon) after it failed, and in general it hasn’t really added anything to the sport, with new chassis coming in a few years could they make them work? My fear is that Indycar may go and do what F1 is currently doing
