Solo in Bilbao or Santander for a few nights

hello! i’m contemplating on whether i should stick to Santander or Bilbao for my trip……

My aim is to mainly enjoy the city for 2/3 whole days…. Between, both cities which is safer and most probably give me the best experience in terms of sightseeing and shopping😅😬
