CotW Army Rule / Unique Upgrades

Just wanted to clarify in case I was missing something. The Army Rule for the Children of the Watch (Covert) clan states:

“When a Mandalorian Initiates unit equips a unique Personnel upgrade, reduce the cost of that upgrade by 5 points.”

Obviously there was a LOT of stuff for Tabletop Admiral to update and code, so this may just be an error, but right now it applies that 5 point upgrade to the Squad Upgrade as well as the characters. I was under the impression that when it said “unique Personnel upgrade”, it was referring only to upgrades with a limited pip, such as The Armorer or Din.
