The Lebanese presidency said that Israel agreed not to bomb Beirut in exchange for HA not striking them. Do you think the presidency is lying?

Here is the link. In the second paragraph it says this deal was struck based on Hezbollah agreeing not to strike them.

I'm thinking this is impossible because it would mean we're back to some kind of tawazon and we know tawazon is a fily HA lie.

And also because we know weapons have never achieved anything the only way is diplomacy so how come diplomacy is saying it's thanks to weapons?

So what do you think the explanation is, might be an Iranian occupation of our presidency??
