California Franchise Tax Board Demand For Payment letter (court ordered debt) - need advice

I recently received a California Franchise Tax Board (FTB) Demand For Payment letter regarding court-ordered debt from traffic-related tickets I received about 7 years ago. I never paid the tickets, and the balance has grown over time.

The letter says that if I don’t pay in full, the FTB may:

•Levy my bank account

•Garnish my wages

•Seize and sell property

The balance is approximately $3,500.

My questions are:

  1. Is there any way to set up a payment plan or otherwise prevent collection actions at this stage?

2.The phone number listed on the notice just rings for several minutes and then disconnects. Other FTB numbers I’ve tried only lead to automated systems and I haven’t been able to reach a live person. Has anyone had success contacting FTB Collections, and if so, what number or method worked?

  1. If FTB levies my bank account, do they generally take only the funds available at the time of the levy, or can the account remain frozen until the entire debt is paid?

4.If they garnish wages, what percentage of wages can they legally take in California?

  1. If my vehicle is worth around the same price as the debt (vehicle worth about 4,500), are they likely to actually seize my vehicle and sell it to collect the debt?
