Inner Tube Replacement

I recently had my inner tubes pop and am attempting to replace them on my own. The replacement ones that were sent seem wayyyy too big. Is there some sort of tire seal in need to put on before inflating? They seem to be bulging from the wheel when I inflate to higher psi. TIA!
