What command sequence in a .bat file can achieve the following goals:

• disable wifi at the user level (as if you just clicked the button in the taskbar tray)

• enable a ONE-TIME safe mode (minimal) reboot that will not loop when the device restarts next. [The next reboot used in the safe mode interface must boot back to normal windows without manual edits to msconfig or anything else]

For reference amd graphics drivers have been abysmally unstable lately and I've had to swap versions 5 goddamn times this week to fix one issue after another. So to save time and energy, I want to automate parts of the process with 2-3 .bat files. This one is the challenging part of it.
