Female dog marking?

Hello!
I have a female 11 month old (unaltered) who hasn’t had a first heat cycle but maybe on the brink? She is my First Lady dog so maybe this is all the norm and I’m just unaware.
She has started marking or peeing little bits several times on a walk and more than her previous pee breaks.
Is there something we can do the consolidate our pee breaks on walks or is this par for the course?
She has also gotten more whiny and way more clingy than before but little to nothing has changed at home.
How can we solve the whines and mini pees?
