Weird horizontal screen duplication/flickering issue while playing Path of Exile

Hi everyone,

I’m having a strange visual issue while playing Path of Exile, and I’m trying to identify whether it is caused by PoE, NVIDIA drivers, VRR/G-Sync, Smooth Motion, the renderer, or possibly my monitor.

I recorded the issue with my phone, but the problem is not caused by the phone camera. I can clearly see the artifact directly on the monitor with my own eyes.

The issue looks like the image is being split into horizontal bands, with parts of the game screen duplicated or repeated in different sections of the monitor. It does not look like normal FPS stutter, low FPS, or server lag. It looks more like a display synchronization / scanout / VRR issue.
