Card Collector Guy

Has anyone seen the card collector guy, Verdi? It feels like he appeared the first one/two times I best a lumen camp, but I haven’t seen him in a LONG time since then. I’ve tried beating lumen camps but have had no luck seeing him. I cleared my bounty list and have just completed the mythos half of the map. Any thoughts?
