Condominium trash build up [US-IL]

Hello,

- Our condo keeps two trash dumpsters outside, and one inside for the chute.

- Garbage is collected twice a week.

- The evening after each collection, the inside dumpster is moved outside, and one of the empty outside dumpsters is moved inside.

- Because of this, there is always a dumpster nearly-full (or more) of garbage outside which has been collecting for 2-3 days, and which sits outside another 2-3 days before pickup.

- It smells horrible, especially to me who has windows nearby.

- Is it possible that this rotation of the dumpsters, which brings a full dumpster outside 2-3 days before trash pickup is in violation of Section 8.16.110, article B of our village code? LINK ABOVE.

- "B.   It shall be the duty of every occupant of any premises in the Village to place their refuse, recycling, and yard waste at the curb or the edge of the pavement of their property for collection no earlier than 7:00 p.m. the evening before the day of collection"
