crash on start with no fix found

keep getting the game to open to a white screen before then crashing

crash id: 169452_0x891B60_ST76561198352081427
fullLog says cTkStorageTemp (PC) unable to load file (Error 00000002)

no fix i have tried has worked so far, would be nice to be able to play the game :)
Anyone have any ideas or any other info i can provide to potentially make the issue more clear?
