Is Cox always garbage?

I live in Oside CA and cannot get Cox to not throttle my internet no matter what I do. My TV watching the NHL all season has been by far the worst, I've even tried letting the broadcast buffer for 20 minutes at a time and sure enough every 5 - 10 seconds it needs to buffer from anywhere between 2 - 20 seconds

For awareness my modem is less than 6 feet away from my TV and isn't blocked by anything.
